ARERA Resolution 385/2025

CCI obligation with PF2 for plants ≥100 kW

Why It Matters

The rapid expansion of renewable energy installations has radically reshaped the management of the national electrical transmission and distribution grids. Medium and high-capacity photovoltaic and wind plants now represent a substantial share of total generation capacity.

This structural evolution demands continuous, real-time observability of electrical parameters from generation units to safeguard grid stability and security. The Central Plant Controller (CCI) is the mandatory grid gateway providing this observability, empowering Distribution System Operators (DSOs) to balance demand and supply dynamically.

Resolution ARERA 385/2025 therefore mandates the installation of a compliant CCI with active PF2 functionality for all photovoltaic and wind power plants with rated capacity equal to or greater than 100 kW connected to the Medium Voltage grid.

Key Regulatory Changes

Previously, Medium Voltage renewable generation plants were subject to less stringent real-time observability. Resolution ARERA 385/2025 introduces pivotal mandatory obligations:

  • Mandatory CCI with active PF2 functionality for all PV and wind plants with rated power >= 100 kW
  • Applies retroactively to existing operational plants as well as new installations
  • Connection in Medium Voltage (MV) required for all plants subject to the mandate
  • Standardized data transmission to grid DSO via IEC 61850 protocol

Deadlines & Timelines

Statutory deadlines vary according to plant capacity. Timely adaptation is essential to prevent operational penalties and incentive forfeiture.

Risks of Non-Compliance

Failure to comply with Resolution ARERA 385/2025 entails severe operational and financial consequences for plant owners.

Loss of GSE Feed-in Tariffs

Failure to install a compliant CCI can lead to the revocation of feed-in tariffs recognized by GSE (Gestore dei Servizi Energetici).

Grid Disconnection

DSOs are legally authorized to initiate forced disconnection from the Medium Voltage grid for non-compliant plants.
